Two new Building and Resource Centres have received support from the Ministry of Youth Development and Training. This support is stated in a Memorandum of Agreement signed in January 2006, between the Ministry and Habitat for Humanity Vanuatu.
At that time, Youth Development and Training Minister Arnold Prasad stated that he sees the MOA as representing an important seed of growth, development and partnership between the government and the non-governmental organizations of Vanuatu. It is partnerships such as this that are important to Vanuatu's forward movement and sustainability because NGOs and the government should not work in isolation from each other; but should pool their resources and abilities, he stated. He felt that it is the responsibility of the government to water the seeds that NGOs plant and to nurture their growth.
NGOs, such as Habitat represent expertise and knowledge, which the government recognizes and sees as an important resource to tap into. The programs which Habitat offers to the youth of Vanuatu, such as its Home Construction Apprenticeship program and the short courses in Concrete Interlocking Block, carpentry and joinery, disaster preparedness, and business planning, each represent a seed which has the potential to move the next generation to the forefront.
The MOA itself represents the government's support of HFHV in its efforts to build the capabilities of Vanuatu youth by establishing Building Centres on Efate and Santo. These Building Centres will work to provide affordable, accredited and practical educational opportunities, such as those mentioned above, as well as income generation and safe home building opportunities for the neediest families of Vanuatu.
Prasad extended his thanks to Mrs Loucine Hayes, National Director for Habitat for her hard work and the service that she has extended to the people of Vanuatu during her two year tenure and wished her all the best as she leaves to become a Regional Director for Habitat for Humanity International in Budapest, Hungary.
The signing was witnessed by Paula Sotutu, former Chief Director for UN-ESCAP in Vanuatu and now Director of Partnership Development for Habitat for Humanity International in the Pacific Region, Stuart Jamieson, Chairman of the Board of Director of Habitat for Humanity Vanuatu, and Clarence Marae, First Political Advisor, Yao Riu Hua, Second Political Advisor and Arsene Liatliatmal, Office Supervisor for the ministry.
